Some people were rejected because, for example, they had two meters under one name so they were disqualified.There were categories and requirements. Like those using over 200 units couldn’t benefit.

Only those using less than 200 units could benefit. So the scheme had clear conditions. Those who met the criteria were selected. But even selected candidates were rejected later when it was found in the final data that one person had multiple meters. That’s why they were rejected.
